City of Naples or Collier County
A Naples mailing address can be inside the City of Naples or in unincorporated Collier County. Pelican Bay, for example, is part of unincorporated Collier County. City projects go through the City of Naples Building Division; County projects go through Collier County Growth Management. Setbacks, lot coverage and height limits come from that jurisdiction's zoning code and your district, so we check them before design.
Additions and flood rules
Additions are where flood rules catch people out. Under FEMA guidance, a ground-level (lateral) addition in an A or V flood zone must itself meet current flood requirements, and in V zones the existing home must comply too. A second-story addition only triggers full compliance when the project is a substantial improvement.
The cost of an addition also counts toward the 50% rule. The City of Naples compares the cost to the building value set by the Collier County Property Appraiser, which excludes land and pool, or to a licensed appraiser's depreciated replacement cost dated within six months. We run that number with you before design so there are no surprises at permit review.
Guest houses
Guest houses are allowed only on certain lots. In unincorporated Collier County, a guest house needs a lot of at least one acre and 105 feet wide, can be up to 40% of the main home's floor area, and cannot be rented. In the City of Naples, guest houses require a conditional use approval in some residential districts. We confirm what your lot allows before you spend on design.
Impact fees
In unincorporated Collier County, an addition can trigger additional impact fees if it moves the home's total living area into a larger size tier. We include the fee check in your estimate.
