Who Issues Your Permit: City of Naples vs Collier County

Published October 21, 2026 · By Gulf Coast Concierge Construction, FL Lic. CGC1529904

Plenty of homeowners in Southwest Florida learn the hard way that a Naples mailing address does not mean the City of Naples issues their permit. The post office and the building department draw different lines. Getting the jurisdiction right on day one saves weeks, because plans, flood rules, zoning and fees all follow the office that has authority over your parcel.

A Naples address can be in two places

Homes inside Naples city limits, such as Old Naples, Aqualane Shores, Port Royal and the Moorings, are permitted by the City of Naples. Many homes with a Naples address are in unincorporated Collier County instead, including Pelican Bay and much of North Naples. Those are permitted by Collier County.

Why the right office matters

The permit office is not just a mailbox for plans. It decides which zoning code applies to your setbacks, height and lot coverage, which floodplain administrator reviews the 50% rule for your home, which inspectors visit the job, and which fees you pay. Collier County's parks, law enforcement, fire, water and sewer impact fees, for example, are not charged inside the City of Naples or the City of Marco Island. Plans drawn to the wrong code can mean a rejection and a redesign, and a permit pulled from the wrong office is not valid. Most delays we see on new projects start with a jurisdiction question that nobody asked at the beginning.

How to check your address

  • Property Appraiser record: Look up your parcel on the Collier County Property Appraiser's website. The record shows the taxing district, and the Appraiser publishes separate tax rolls for the City of Naples, the City of Marco Island and Everglades City.
  • County map: Collier County's GIS map lets you search an address and turn on the City Limits layer.
  • Call first: If it is still unclear, call either permit office with your parcel number before plans are drawn.

City of Naples

The City of Naples Building Department is at 295 Riverside Circle, Naples 34102, phone 239-213-5020, open Monday to Friday, 8 to 5. Permits are submitted through the City's online Public Portal, which accepts electronic submittals.

Collier County

Collier County Growth Management Community Development, Building Plan Review and Inspection, is at 2800 North Horseshoe Drive, Naples 34104, phone 239-252-2400. Permits go through the County's CityView online portal. The County permits unincorporated areas including Pelican Bay, Isles of Capri and Goodland, and it also handles building permits for Everglades City under an agreement in place since 2018.

A permit is not your association's approval

If you live in a condo or a community with an HOA, the association's architectural or board approval is a separate step under your community's documents. Most associations want to see and approve plans before a contractor applies for the permit, and many set their own rules on work hours, insurance and elevators.

Owner-builders and licensed contractors

Florida lets owners act as their own contractor on a one- or two-family home they will live in, under the owner-builder exemption in section 489.103(7) of the Florida Statutes. The owner must supervise the work directly on site, and selling or leasing within a year of completion creates a presumption the work was done for sale. Collier County requires owner-builders to sign in person at a permit office. If you hire a contractor, confirm the license on the Florida DBPR license search before you sign.

Your questions answered.

My address says Naples. Does the City of Naples issue my permit?

Not necessarily. Many Naples addresses, including Pelican Bay and much of North Naples, are in unincorporated Collier County and are permitted by the County.

How can I check which office has jurisdiction?

Look up your parcel on the Collier County Property Appraiser site or the County's GIS map with the City Limits layer on, or call the permit office with your parcel number.

Who permits Goodland and Isles of Capri?

Collier County. They are near Marco Island but outside the City of Marco Island.

Does Estero have its own building department?

Yes. The Village of Estero runs its own building and permitting services. Addresses just outside the Village may be Lee County or Bonita Springs.

Do I need my HOA's approval before the permit?

Usually yes. Association approval is a separate step, and most associations want to approve plans before the permit application is filed.
